Monterey County Advances Vacation Rental Policy – ​​Monterey Herald

Monterey County officials recently took a step forward in updating the county’s vacation rental policy for unincorporated parties and will hold a meeting next week to hear public feedback.

Monterey County Housing and Community Development staff will hold a public comment session via Zoom Monday at 1 p.m. for the environmental review of draft ordinances to create regulations for short-term rentals.

The county released an updated readiness notice and initial study on September 6 and public comments are welcome through October 6. The document can be found on line and the Housing and Community Development building in Salinas at 1441 Schilling Place South, and the Carmel, Castroville, and Greenfield libraries.

“Our job tonight … is to receive information from you, our general public,” Supervisor Mary Adams said at the first public consultation meeting last week. “We want to hear from you, we want to hear your feedback on this very important document that we have before us and I look forward to hearing from my many constituents and others throughout the county.”

The opinion and the initial study were first published on August 29, but officials noticed some errors and published a revision on September 6. prohibit commercial vacation rentals in Big Sur and low-density residential areas in the Carmel area.

Before opening the meeting for public comment, planner Melanie Beretti provided information on the project.

“The county has been actively developing regulations for vacation (also called short-term) rentals on residential properties in unincorporated portions of Monterey County since 2014,” she said. “We have made significant development through Planning Commission hearings, public outreach and in November 2020 staff presented draft orders to the Board of Overseers for their input and feedback on the policy. The board reviewed these draft orders in November and again in May 2021 and provided guidance to staff.

The process is now at the environmental review stage. Once the Notice of Preparation and initial study period are complete, county staff will take the comments and incorporate them into the draft Environmental Impact Report.

“We don’t have a set timeline, but our idea right now is that we anticipate the draft (environmental impact report) around mid-2023 and the final version (environmental impact report) possibly by the end of 2023),” said the environmental planner. Kathie Washington.

According to Washington, the environmental issues to be assessed based on the initial study are agricultural resources, air quality, energy, greenhouse gas emissions, hydrology and water quality. water, land use/planning, noise, population and housing, transportation, tribal cultural resources and utilities/service systems.

“I’m in favor of limited rentals…my issue is with commercial rentals,” Jeffrey Wood said at the Sept. 6 meeting. “I live in Carmel Valley, so the current situation is that most neighborhoods in Carmel Valley are currently zoned for residential use, which means no major commercial activity in the neighborhoods – except for a few neighbors who might be working. home. ”
